It is already too late to deliver the goods QUETTA: This is what already too late to do what’s required to bring to an end the longstanding backwardness of the area-wise largest federating unit of the country means Balochistan, and needless to say, remove the sense of deprivation prevailing among its people. What’s obvious now that the mere lip service or simple announcement of the “packages” and the “strategies” are not going to serve any purp-ose with regard to solution of issues of the province, except the concrete measures and concerted efforts could only bring an affirmative change in the otherwise prevailing disquiet situation in Balochistan and to heal the wounds of the people. And the conscious segments do believe that if the change was not brought about right now, it would be a dream then for the time to come. Be it the issue of the provincial autonomy, financial autonomy, or the issue of the rights of the province over the natural resources, its share in the divisible pool, or its issues with the federation, and for that matter, its say in the mega development projects and other local issues including the “operation” in different areas, missing persons, dislocation of the local people because of the security forces’ activities, etc. etc., the federation would have to sort our them for the good of the province and the country. One believe that there’s a need to work on the war footing grounds to take up and resolve the issues of the province and bring it at par other parts of the country, and if required, crash programmes may also be launched to do so. It’s some thing strange that the governments in the past had been overlooking the issues of the province, just to hang around them for the successors, but nothing good was happened as usual, except aggravating the situation further and mounting the issues. In the given situation, announcement of the three-pronged strategy comprising Reconciliation, Rebuilding of national institutions and Reallocation of resources (3 Rs) by the President Asif Ali Zardari-led Shaheed Benazir Bhutto Reconciliatory Committee on Balochistan could serve as a ray of hope to resolve the long-standing issues of the province. What’s encouraging to a great extent on part of the Committee is that the reconciliation would be made with all the political forces of the province for resolution of all the long-standing issues of the province, as was being urged in these lines for long. Secondly, as announced the Rebuilding and Rehabilitation of all the national institutions, and the confidence of people of the province, which had been shattered in past nine years, would be restored. Thirdly, Reallocation of resources would be made, and for the purpose, all necessary lego-constitutional provisions would be adopted taking all the political forces on-board. The worth mentioning here is that for prompt implementation of the strategy, the President had also okayed a five-point roadmap, which a Jirga of intellectuals from across the political divide would be convened on 30th or 31st this month in the Federal Capital. President Asif Ali Zardari would attend the Jirga while all the intellectuals, educationists, journalists, poets and writers from Balochistan would be invited to attend the moot. Later, an All Parties Political Jirga would be convened to be attended by all the political forces of the province, in order to seek the policy guidelines from the Jirga members to ensure the unity of Federation and resolution of issues. That would be followed by a roadmap for resolution of issues from All Parliamentary Parties of the province. After the province, the committee would convene an All Parties National Parliamentary Roadmap. And in the last, necessary lego-constitutional amendments would be made so that the entire nation could back the strategy. If the present PPP government is succeeded to ensure its plan and go with the given strategy, none should have doubt over its success and over it that it may not bring change in the given situation in Balochistan. But now no lethargic attitude on part of the federation could be endured, as it’s already too late to deliver.
